Society for Animal Protective Legislation. A division of the Animal Welfare Institute. SAPL has worked toward the passage of 15 federal laws to protect animals since its founding in 1955. American Horse Defense Fund. Its mission is to "facilitate the protection, conservation, and humane treatment of members of all Equid species.
